REPORTING AND RESOLUTION FRAMEWORK

Clicking on the Make a Report button allows you to send information to your organization’s external, independent Triage Officer through the bilingual, third-party complaint/feedback intake process managed by Integrity Counts of West Vancouver, BC.

MAKE A REPORT FAQs
The Make a Report button takes the user to a bilingual, standardized, third party, independent feedback and complaint reporting mechanism managed by Integrity Counts, which forwards the reports to an independent Triage Officer.
The button provides immediate access to a third-party and confidential service whose goal is to:
- Provide a standard reporting tool for authors to capture written information in a consistent manner
- Protect the athletes, coaches, officials, staff, and volunteers and the organization by enforcing the CAS safe and welcoming sport policy suite
- Allow the organization to identify and address problematic situations or unacceptable behaviors when they happen;
- Allow the organization to take care of an emerging problem and to be proactive in its resolution;
- Support the commitment to safe and welcoming sport and increase the confidence of the public and families.
Accessing the “Make a Report” button allows anyone in artistic swimming to provide confidential (and anonymous if desired) information to a third party, independent Triage Officer who will follow up with the report-writer within 2 business days (for conduct related issues). Reports identified by the writer as general feedback are sent to the relevant organization for follow up – in most cases in 5 business days.

Yes, reports can be made anonymously and the system is 100% confidential. When a report is filed, the author is invited to create a log in password to enable them to re-access their own report. Only the appropriate Triage Officer will have access to the details and will communicate through the system with the report author.

INDEPENDENT COMPLAINT ASSESSOR/ TRIAGE OFFICER

The Independent Complaint Assessor/ Triage Officer is empowered to launch appropriate investigations based on evidence or a situation reported as per the CAS Safe and Welcoming Sport Policy Suite. Your contact with the Independent Complaint Assessor/Triage Officer is confidential, subject to certain legal requirements. The independent Complaint Assessor/ Triage Officer is a certified workplace harassment investigator.
Some provincial organizations have their own Triage Officer to perform the role that Samantha Heron executes for national level issues. In those cases, reports will be directed to the provincial triage officer directly through the Integrity Counts system.
Please refer to the Canada Artistic Swimming Discipline and Complaints Policy and Procedure for specific guidance on the process of making a complaint.
Please note that as of December 31, 2022, some changes will be made to the Complaint Process below as Canada Artistic Swimming joins the Abuse-Free Sport program through the Office of the Sport Integrity Commissionner (OSIC).
Starting on January 1, 2023, complainants will need to make sure they use the correct reporting mechanism.
- For a maltreatment complaint as defined in the UCCMS where the respondent is a UCCMS participant (includes: athletes, coaches, support staff, international judges and CAS Board members who are directly involved with delivery of National Team programming) please refer to the Office of the Integrity Commissioner via the Abuse-Free-Sport complaint portal and/or the Canadian Sport Helpline . - For all other cases, the flow chart below applies.
